City Budget...

Does any one else find it ironic that on the front page of the paper today the City worries about a $3 million budget shortfall, while on the same page they are requesting funding applications from non-profit organizations in town.
I seem to remember when the state was flush with money and upped monies to cities, many in the legislature suggested cities spend the money on infrastructure or brick/mortar and NOT programs or additional employees!
Now we have a shortfall and are always told of the need to replace infrastructure... really!?!?!?!
Yet, we have money for special lighting and special "wants" plus how much goes to outside agencies as well as beautification projects????
This was also about the time we built the community center that Mr. Shumway and Ms. Guerin signed ads in the Boomerang stating it would pay for itself!?!?! My - how things changed! And now we are supose to believe their current projections as well???
One word --- PRIORITIES!
I would like to see my tax dollars first go to water, sewer, roads, waste, fire/police protection, parks... then after these are well funded - see if there are ANY dollars for ANY thing remaing!

Seems like the City is following in the footsteps of the Federal government. I have never really understood the need to build other countries infrastructure and make sure the other peoples around the world are taken care of before we address our own issues. How much money do you think the US government has donated, in one form or another, to foreign countries while ours seems to be falling apart one program at a time?

Sometimes foreign aid gives our military the opportunity to move into a country and set up shop. Just another non-militant form of imperialism.

Some of the outside agency funding is a tough call. For instance, the funds the city provides to ARK industries is estimated to save city several times as much as that contribution in direct cost at the landfill and solid waste. The annual $12,000 to Interfaith is estimated to save over $120,000 in cost to the police department in the assistance provided to the stranded and homeless.
A contribution to the Civic Center equal to their city water bill allows the Civic Center to provide a low rent space for Interfaith and the Head Start Program.
To understand the award of funds to outside agencies, you have to look at each application for funding from each agency. At the meetings on these applications after each agency makes its presentation, each Councilor sets out the amount, if any, they believe to be appropriate on each application and those are averaged.
There is an amount set out in the Annual city budget for funding these requests. Some have merit much greater than others and actually fall within those priorities mentioned.
